1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />� <br />24 <br />� <br />26 <br />27 <br />28 <br />Highland and certain other parties made appearances on behalf of <br />their own interests; and <br />WHEREAS, the parties to the aforementioned legal <br />actions have been in negotiations in attempts to resolve their <br />differences and as a result of such negotiations the City of <br />Redlands and the City of Highland are now prepared to enter into <br />a certain settlement agreement with the Members of the Agency and <br />the East Valley Association entitled "Members' Settlement <br />Agreement", a copy of which is attached hereto as Exhibit "A" and <br />incorporated herein by this reference; and <br />WHEREAS, in connection with the execution and approval <br />of the Members' Settlement Agreement, the parties thereto, with <br />the exception of the East Valley Association, have deemed it <br />Idesirable to seek the approval and execution of a certain NJoint <br />Exercise of Powers Agreement Creating an Agency to be Known as <br />the San Bernardino Regional Airport Authority (the "Airport <br />Authority Agreement"), a copy of which is attached hereto as <br />Exhibit "B" and incorporated herein by this reference; and <br />WHEREAS, the City at this time deems it desirable to <br />enter into the Members' Settlement Agreement and the Airport <br />Authority Agreement in order to accomplish the goals and <br />objectives as set forth therein. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />- 2 - <br />
