Section 4: Union Leave <br />Two employees designated by the Union shall be given up to 40 <br />hours each per year, at different times, or one employee 80 hours <br />per year, for unpaid leaves to attend to Union business. Employees <br />requesting such leave shall give the Department Manager at least <br />two weeks advance notice. In deciding whether to grant such leave, <br />the Department Manager may take into account staffing and other <br />legitimate City interests, provided that leaves will not be denied <br />unreasonably. <br />ARTICLE II: COMPENSATION <br />Section 1: Salary <br />Effective January 1, 1992, all employees shall receive a base <br />salary as set forth in the Pay and Classification Plan for the City <br />of Colton. <br />Outside applicants hired by the City as Power Line Technicians <br />shall start at Step D of the salary range, and upon six months <br />satisfactory performance, shall advance to Step E. <br />If any other City of Colton bargaining unit gets greater than <br />a 2% raise, employees covered by this MOU shall receive .5% plus <br />whatever increase the other group receives effective the same date. <br />This clause expires upon expiration of this MOU. <br />Section 2: Retirement <br />The City will pay the employees' contribution of 7% to the <br />Public Employees' Retirement System (P.E.R.S.) and provide <br />retirement benefits as currently specified under the City's <br />contract with P.E.R.S. All such contributions shall be deposited <br />in the Member's Retirement Account. Other benefits provided <br />include: <br />1. 2% at age 60 formula <br />2. One year final compensation <br />3. Military buyback <br />Employees may choose to have their employee's contribution, <br />sick leave and/or vacation time accrued during their final year of <br />employment converted to salary on a prospective basis in the form <br />of a written request to the Finance Department. This proposal is <br />based on the City obtaining written confirmation from PERS that <br />these options are still available to PERS employees. <br />2 <br />
