OFFICE OF THE <br />SAN BERNARDINO COUNTY SUPERINTENDENT OF SCHOOLS <br />601 North E Street <br />San Bernardino, CA 92415-0020 <br />AB 212 EDUCATIONAL STIPEND PROGRAM <br />AGREEMENT NO.16/17.0764 <br />THIS AGREEMENT entered Into on this 1" day of July 2016, by and between the San Bernardino County <br />SUPERINTENDENT of Schools, herein after referred to as "SUPERINTENDENT", and City of Colton, herein after referred to <br />as "AGENCY,' <br />RF.CITAt 5 <br />WHEREAS, the Budget Am of 2000-01, Assembly Bill 212 (Chapter 547, Statutes of 2000) provided funding to develop <br />and maintain a Child Care Salary/Betention Activity or Policy; and <br />WHEREAS, the legislature requires the California Department of Education to develop guidelines for use by Loral Child <br />Care and Development Planning Councils (LPC) in developing county plans for the expenditure of these funds; and <br />WHEREAS, SUPERINTENDENT is the administrative agent for the Early Learning and Development Council of San <br />Bernardino County; and <br />WHEREAS, AGENCY provides child care and development services to children and families within San Bernardino <br />County; <br />NOW THEREFORE, SUPERINTENDENT and AGENCY agree to the following: <br />1. R , rementc fir AR 212 Stipend Proeram <br />a This funding shall only be used to supplement, and not supplant, existing efforts and investments to retain qualified <br />child care staff at the local level. <br />b. The funding most be allocated to retain employees that meet all of the following minimum criteria: <br />1) work directly with subsidiud children fifteen (15) hears or more per week in a classroom setting serving <br />COE funded children; and <br />2) have been continuously employed for at least the last nine (9) of the twelve (12) most recant months with your <br />current employer prior to receiving a stipend. <br />2. Responsibilities of SUPERINTENDENT <br />a. SUPERINTENDENT- hall design, maintain, and administer the system to distribute the AB 212 incentive funds in <br />accordance with the San Bernardino County AB212 Plan. <br />b. No later than February Io, of each year, SUPERINTENDENT shall provide applications for funding to potentially <br />qualified providers/teachers. <br />C. No later than February 1e, of each year, SUPERINTENDENT/ shall provide a preliminary list of eligible teachers to <br />each AGENCY based on AGENCY's submissions and availability of funds. <br />d. SUPERINTENDENT shall provide to each AGENCY the lesser of thirteen percent (13%) of each recipient's <br />stipend amount or One Hundred Fifty and no/100 Dollars (5150.00) for administration of the application process. <br />e. No later than February 15e of each year, SUPERINTENDENT shall provide agencies with a final list of recipients, <br />as long as agencies have turned in completed and updated preliminary list of eligible teachers. <br />f. No later than June 30o of each year, SUPERINTENDENT shall send each AGENCY a single check inclusive of <br />the stipend and administrative fee for each of its recipients. <br />g SUPERINTENDENT shall design, maintain, and administer the system to distribute the AB 212 incentive funds in <br />accordance with the San Bemardirm County plan. <br />09/05/2017 City Council Agenda -1- 214 <br />
