Krieger LLP shall be responsible for the preparation or review of all City ordinances and resolutions, together with such agreements, deeds and other legal documents as requested by City. Further, Best Best & Krieger LLP shall render to officers and employees of City legal advice and opinions on all matters affecting the City, the City Planning Commission, and other boards and commissions of City, as directed by the City Council and the City Manager. Further, Best Best & Krieger LLP shall respond to routine inquiries, and review for legal sufficiency of routine ordinances, resolutions, contracts, administrative and personnel matters, and provide annual updates on the Brown Act and the California Environmental Quality Act and labor and employment matters, as well as relevant legal statutory and case law and other legal developments. The Services shall include representation and assistance on litigation matters (the preparation for and making of appearances, including preparing pleadings and petitions, making oral presentations, and preparing answers, briefs or other documents on behalf of the City, the City Council, any City officer, any board, commission or other agency of the City or any officer of any of the foregoing, in all federal and state courts of this State, and before any governmental board or commission, including reviewing, defending or assisting any insurer of the City or its agents or attorneys with respect to any law suit filed against the City or any officer or employee thereof, or against any board, commission or other agency of the City or any officer of any of the foregoing, for money or damages); water and other utility law matters; public finance counsel, other than the issuance of tax exempt or taxable securities matters; real estate law involving purchases, sales and leases and review of declarations of conditions, covenants and restrictions; and, appearances before administrative bodies.
