Based on the entire record before the City Council, all written and oral <br />evidence presented to the City Council, and the findings made in this Resolution, the City Council of <br />the City Council hereby amends the Specific Plan land use designation for the Subject Site, as set <br />forth in Exhibit "A" , from "Industrial Park"to "Heavy Industrial" ("Specific Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all written and <br />oral evidence presented to the City Council, the Council finds the Specific Plan Amendment promotes <br />the goals and objectives of the Agua Mansa Industrial Corridor Specific Plan, and leaves the Specific <br />Plan a compatible, integrated, and internally consistent statement of policies. In accordance with the <br />Specific Plan and the City of Colton General Plan, the proposed land use classification provides for <br />land uses that are adequately buffered and which do not adversely affect surrounding residential, <br />office, educational or commercial land use. Moreover, the change in land use designation from <br />Industrial Park to Heavy Industrial is consistent with the General Plan of the City of Colton ("General <br />Plan") and systematically implements the goals and objectives of the General Plan. <br />SECTION 3. The City Council has determined the proposed Specific Plan <br />Amendment promotes an appropriate distribution, location, and extent of land uses, because: the <br />Subject Site is surrounded by other heavy industrial land uses which include the applicant 0s, existing <br />salvage auto auction facility and the Hydro -Conduit manufacturing plant on the west, a cement and <br />gravel business on the north, the Burlington Northern Santa Fe Railroad to the east, and the Matich <br />Construction Corporation offices on the south. Additionally, the Specific Plan Amendment promotes <br />an appropriate distribution, location, and extent and intensity of major components of public and <br />private transportation, sewage, water, drainage, solid waste disposal, energy, and other essential <br />facilities proposed to be located within the Specific Plan area and needed to support the land uses <br />within the Subject Site because: Infrastructure improvements including the extension of water and <br />sewer lines to serve proposed structures on the Subject Site, pavement of an access road and <br />employee, customer, and auto storage areas, and landscaping improvements, will be provided for the <br />proposed development. <br />SECTION 4. The City Council has determined that the Specific Plan Amendment is <br />consistent with the Specific Plan and General Plan standards and criteria for development, and <br />standards for the conservation, development, and utilization of natural resources, where applicable, <br />because: The proposed use of the Subject Site is similar to the adjacent salvage auto facility that has <br />existed for more than 10 years. Also, the surrounding land uses adjacent to the Subject Site are <br />RVPUB\N4XN1\534103 <br />
