10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the City Council of the City of Colton desires to express their commitment to solving the <br />flooding problem in the west end of the City of Colton and their intention to diligently pursue the construction of the <br />Project 3-5 storm drain improvements; and <br />WHEREAS, the City Council of the City of Colton desires to provide more direction regarding action that <br />needs to be taken in order to achieve this goal. <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />The City Council is committed to addressing the serious flooding problems occurring in the west <br />end portion of the City of Colton. The City Council recognizes that the flooding in these areas is often times at such a <br />magnitude as to be a serious threat to the health, safety and general welfare of the citizens of the City of Colton <br />through no fault of the City. The City Council believes that the most effective way of resolving the flooding problem in <br />these areas is to diligently pursue the implementation of Project 3-5 and the construction of the storm drain <br />improvements that are desperately needed in these areas. <br />2. In order to achieve the goals expressed in this resolution, the City Council believes the following <br />actions should be taken: <br />a. City staff should continue working with neighboring jurisdictions, such as the cities of San <br />Bernardino and Rialto and the County of San Bernardino, to implement standardized storm drain development fees <br />that should be allocated to fund the construction of the Project 3-5 storm drain improvements and any other storm <br />drain improvements that will benefit the property within the San Bernardino County Flood Control Study Zone 2. <br />b. Review the City of Colton's Storm Drain Facilities Fee, imposed pursuant to Ordinance <br />No. 0-27-88, and modify it, if necessary, to more accurately reflect the cost of constructing storm drain improvements, <br />including local and regional facilities, and to provide more current assumptions regarding funding sources. The <br />review of the City of Colton's Storm Drain Facilifies Fee should include an investigation of successful strategies <br />employed by other California cities to address similar problems. <br />C. Diligently pursue other funding options for the Project 3-5 storm drain improvements, <br />including funds and grants available at the local, state and federal level and funds available from the private sector. <br />This analysis should include funding options that the City of Colton can pursue individually or in conjunction with <br />neighboring jurisdictions, such as the cifies of San Bernardino and Rialto and the County of San Bernardino. <br />Page 2 <br />
