1 Planning Commission hereby adopts the MMRP previously adopted for the General Plan EIR as <br /> it pertains to the Project. In the event of any inconsistencies between the Mitigation Measures as <br /> 2 set forth in the Section 15183 Analysis and the MMRP,the MMRP shall control. <br /> 3 SECTION 6. LOCATION AND CUSTODIAN OF RECORDS. The documents and <br /> 4 materials that constitute the record of proceedings on which this Resolution has been based are <br /> located at 659 N La Cadena Drive, Colton, CA 92324. The custodian for these records is <br /> 5 Development Services Department. . This information is provided in compliance with Public <br /> Resources Code section 21081.6. <br /> 6 <br /> SECTION 7. NOTICE OF DETERMINATION. The City Council hereby directs staff <br /> 7 <br /> to prepare, execute, and file a Notice of Determination with the County Clerk's office and the <br /> 8 Office of Planning and Research within five (5) working days of adoption of this Resolution. <br /> 9 SECTION 8. Based on the entire record before the City Council and all written and oral <br /> evidence presented, including the staff report, the City Council makes the following findings in <br /> 10 accordance with the Colton Municipal Code for Modification of Architectural & Site Plan <br /> Review: <br /> 11 <br /> 1. The provisions for vehicular parking and for vehicular and Pedestrian circulation on <br /> 12 the site, and onto adjacent public Right-of-Way will not create safety hazards; in that <br /> 13 the vehicular parking design and pedestrian circulation of the site onto adjacent right-of- <br /> way will not change from original approval. However, a correction to Public Works <br /> 14 Condition of Approval 1.b) is being modified to require half street improvements instead <br /> of full street improvements. The change is consistent with similar new industrial projects <br /> 15 constructed at 1600 Agua Mansa Road and 1015 S. Rancho Avenue. <br /> 16 2. The bulk, location and height proposed will not be detrimental or injurious to other <br /> 17 development in the neighborhood or result in the loss of or damage to unique natural <br /> or topographic features of the site that are important to the environmental quality of life <br /> 18 for the citizens of Colton, and the Project is feasible in a manner that will avoid such <br /> detrimental or injurious results or such loss or damage; in that the height of the structure <br /> 19 will not be affected by the Modification of Public Works Engineering Condition of Approval <br /> 1.b) which relates to clarification of street width 90 feet wide changed to 66-feet wide. <br /> 20 <br /> 3. The provisions for on-site landscaping provide adequate protection to neighboring <br /> 21 properties from detrimental features of the proposed Project that could be avoided by <br /> 22 adequate landscaping; in that the Modification of Conditional Use Permit is warranted to <br /> reinforce previous project approval requirements of the metal shredding and recycling <br /> 23 facility to include perimeter fencing, landscaping, change in hours of operation, developing <br /> new reporting protocols; and completion of obtaining building permits, planning approval, <br /> 24 inspections and final sign off. <br /> 25 4. The provisions for exterior lighting are adequate for human safety and will not diminish <br /> 26 the value and/or usability of adjacent property; in that the exterior lighting will continue <br /> to be required to comply with City Code. The proposed Modification of Architectural and <br /> 27 Site Plan Review only relates to correcting street dedication of necessary rights of way from <br /> 90-feet to 66-feet. <br /> 28 <br />
