Randall, <br /> San Bernardino, and C Streets are now designated as secondary <br /> streets?, Meridian, Laurel east of Pepper, and a portion of C Street <br /> are designated as collector. or .industrial streets. <br /> 0 <br /> To fully open the land for development, a system of collector <br /> 0 and -industrial streets must be established to adequately carry ' <br /> 13.1 traffic to ari from the major streets and freeway„ Areas of more <br /> ntensified development will logically warrant more streets of,a <br /> GJ greater width, than the local type of street; such as the area from <br /> Valley north to C. The establishment of these east-west streets is <br /> 4-1 necessary to carry the traffic from the major and secondary routes, <br /> 4-1 to the property, with as much ease and as little congestion as it <br /> possible.. <br /> The extensions of Laurel, Randall. and Cypress are necessary . <br /> to connect the major roads together,. Laurel would then tie Mt. <br /> Vernon with Pepper, providing, along with Randall, cross town <br /> routes. Randall will extend easterly to the San Bernardino Freeway an. <br /> and westerly to Rialto and Fontana Cities. Cypress will connect <br /> Valley with Mill, providing residential traffic with quick access to <br /> the intercity major highways <br /> Proposed Land Use <br /> The area south of the San Bernardino Freeway and west. of <br /> Rancho.is firmly established as heavy industrial use with the cement <br /> plant, pipeline, and railroad car repairing.. The area is ideally <br /> suited for this type, which requires large acreage, as the land is <br /> adjacent to major transportation facilities, railroad frontage, the <br /> land is flat and has a poor quality of soil for agricultural uses, <br /> Nearby is the Santa Ana River basin which is necessary to accommodate <br /> sewerage disposal from large processing or manufacturing concerns. <br /> North of the freeway along Hermosa Avenue is the site of new <br /> Southern Pacific rail facilities from this spur track esterty to the <br /> golf course and from the freeway north to C Street the area is ideally <br /> suited for uban servtces. These uses include, warehousing, storage, • <br /> distribution, sales, and uses related to both the Urban and Industrail <br /> Areas,. This area provides the necessary transportation facilities <br /> for efficient handling of goods and it is centerally located and easily <br /> accessable„ <br /> The area westerly along Valley Boulevard is ideal, for heavy <br /> commercial and highway services.. The intersection of Pepper and <br /> the freeway will most logically develop to tourist related faciiities, <br /> and the small, but accessable lots between Valley Boulevard and the <br /> freeway will develop to sales and distribution uses. <br />
