Ms. Amanda Rhinehart <br />City of Colton <br />Bridge Retrofit Support <br />February 2, 2006 <br />Page 2 of 4 <br />Task 2 - Assistance with Updating of Structures PS&E by Engineer oRecord. Caltrans has <br />stated that the structures PS&E must be brought up to current standards and specifications, <br />and has requested that the Engineer of Record for each retrofit design perform that work. <br />TYLI will draft requests for services and assist the City in negotiating agreements with each <br />firm. During performance of this phase of the work, TYLI will assist with coordination and <br />technical oversight of each firm. <br />For reasons of liability, and contractual fee limits under Caltrans Local Assistance <br />procedures, it will be necessary for the City to contract directly with each firm. <br />Task 3 - Permitting, Environmental Clearance, and Utility Coordination. TYLI will assist <br />with securing resource agency and railroad company permits. This will include letters of <br />request to involved agencies, informal negotiation, and a maximum of one meeting each <br />with the following entities: <br />• US Army Corps of Engineers <br />• San Bernardino County Flood Control District <br />• US Fish and Wildlife Service <br />• Regional Water Quality Control Board <br />• CA Department of Fish and Game <br />• Union Pacific Railroad <br />• BNSF Railroad <br />TYLI will complete Preliminary Environmental Survey (PES) forms for each bridge and <br />submit them for Caltrans review, comment, and final signoff. <br />Utility companies with facilities on or near the bridges will be contacted and notified of the <br />planned work. Requirements, if any, for protection of utility facilities will be solicited from <br />each owner, and verification will be made that these requirements are included in the plans <br />and specifications. <br />Task 4 - Preparation of Non -Structural Plans. To make each bridge retrofit completely <br />biddable and buildable, it may be necessary to prepare traffic handling plans. TYLI will <br />determine traffic control requirements for each bridge, and prepare the necessary plans and <br />specifications for inclusion in the bid package. TYLI will also prepare title sheets for each <br />bid set. <br />Task 5 - Assemble Bid Package. Using structural PS&E provided by the Engineers of Record, <br />and other plans and specifications noted above, TYLI will assemble the bid documents <br />necessary to advertise the projects for construction. This will include adding and editing <br />boilerplate (provided by the City), and various federal specifications required under Local <br />Assistance procedures. An Engineers Estimate of Cost will also be prepared. <br />Task 6 - Caltrans Assistance/Project Management. Throughout the duration of the contract, <br />TYLI will assist with Caltrans coordination and processing. This will include attendance at <br />7YLIN INTERNATIONALI <br />
