Ms. Amanda Rhinehart
City of Colton
Bridge Retrofit Support
February 2, 2006
monthly PDT Meetings. TYLI will also provide project management services to include
progress reporting, communication, and financial management.
Assumptions and Limitations
The foregoing scope of services, and associated professional fee, are necessarily based on
assumptions about the work required, including the following:
1. Environmental clearance will be obtained through approval of PES forms and
execution of Programmatic Categorical Exemptions by Caltrans. Therefore,
preparation of environmental documents is not required or included.
2. Design of utility relocations will not be required.
3. Updating of structures PS&E will be performed by the original engineering firms of
record, or their successors. Therefore, retrofit design services are not included in this
proposal.
4. A maximum of three bid packages will be prepared.
5. Permit fees, if required, will be paid directly by the City.
6. Other than a letter of request to Caltrans for authorization of Preliminary
Engineering funds, no other Local Assistance forms are anticipated to be required for
this phase of the work.
7. Bidding and construction services are not a part of this scope.
Engineering Fee
TYLI proposes to complete the above-described services for a Not -to -Exceed Total of $64,756,
as detailed in the attached cost proposal. We have assumed that the City will be reimbursed
with federal matching funds for this effort, thus the cost proposal is prepared in the
proscribed format for federally funded projects.
Additional Information
As noted in Task 2, it will be necessary for the City to contract directly with each original
designer. The individual fees for this work would be in addition to TYLI's support service
fees. To assist in determining the total amount of PE funds that will be necessary to request
from Caltrans, we recommend the following allowances:
• For all bridges except 54CO100 and 5400101 - $10,000/bridge
• For Bridges 54CO100 and 54CO101- $20,000/ bridge
TYLININTERNATIONAU
