G. Market Analysis: A market analysis will be prepared concurrently with the <br />above tasks. The purpose of the analysis is to establish the viability of the <br />residential, office and retail uses. Industrial warehousing and distribution uses <br />are included as an optional service. Supply and demand factors will be <br />examined for each use as appropriate. The research includes a combination of <br />primary and secondary research, including field visits to the site and to various <br />competitive projects. In addition, both public and private sector sources will be <br />contacted to determine plans for future development. Refer to Exhibit "A2" <br />provide for a detailed scope of services. <br />H. Traffic Support for Preliminary Land Use Planning: The following scope is <br />provided to assist in the initial land use planning concepts: <br />Review of the proposed land use plan alternatives. <br />2. Review existing and proposed site access locations. <br />3. Assess adjacent roadway general plan classifications, intersection spacing <br />criteria, and driveway spacing criteria. <br />4. Review internal circulation proposed for the land use plans. <br />Interface with the project applicant / project team. <br />6. Provide recommendations to project team regarding access and internal <br />circulation features. <br />7. Attend up to one meeting with the City. <br />Tasks 1-6 above would be based upon utilizing existing road rights of ways on <br />Pepper Avenue, Hermosa Avenue, Riverside Avenue, San Bernardino Avenue <br />and Valley Boulevard for preliminary land use and circulation purposes. A <br />comprehensive traffic study is not included and shall be provided by a separate <br />consultant as part of the Environmental Impact Report (EIR) scope. <br />I. Based on all the above tasks, consultant shall prepare a Land Use Constraints <br />Map. This Map provides a base map for future land use planning studies, and <br />shall include existing road rights of ways, easements, and other encumbrances <br />available from research of the preliminary title reports and the site visits. <br />Task Three: Analysis of Findings <br />A. Based on findings and information gathered above, a qualitative analysis of the <br />site will be provided and a Site Opportunities and Constraints Map will be <br />prepared. <br />A-3 <br />
