The following will be identified on this Opportunities and Constraints map: <br />o Access and circulation considerations. <br />o Relationships to surrounding uses. <br />o Existing easements and public rights of ways. <br />o Topographic/ landform elements. <br />o Existing structures, including those to remain and that may be removed. <br />o Views and aesthetic considerations. <br />o Other pertinent considerations identified during the research and analysis <br />tasks. <br />The Opportunities and Constraints Map builds upon the Land Use Constraints <br />Map prepared in the prior Task and provides general planning criteria for <br />development of the Land Use Alternatives. A meeting with the Client will occur <br />to review the completed Opportunities and Constraints Map. <br />B. The findings of the Market Analysis will be provided in a report identifying <br />both projected supply and demand. These findings will provide a foundation for <br />development of the land use alternatives in Work Item Two. A meeting with the <br />Client will occur to review the study and to develop a land use program for the <br />overall plan. Two meetings with the Client and/or stakeholders and two <br />meetings at Planning Commission and/or City Council are included for the <br />Specific Plan effort to review and discuss the findings. <br />C. Based on the research and analysis above relating to the site opportunities and <br />constraints, market characteristics, and based upon the meetings with the Client <br />and stakeholders, the process of developing the land use alternatives and place <br />making concepts will begin as described below in II: Work Item Two. <br />Task Four: Meetings and Coordination <br />All meetings and coordination referenced above in Work Item I with the Client and <br />other governmental agencies or individuals will be provided under this task for <br />purposes of billing. A total of eleven meetings are included based upon Tasks I to <br />Three above. Refer to the Project Fee Schedule, Exhibit "C". <br />II. WORK ITEM TWO: ALTERNATIVES <br />Task One: Prepare Land Use Plan Alternatives <br />The purpose of this task will be to prepare two alternative land use plans based on the <br />research, analysis and input from the meetings described above. One alternative will <br />be based upon a passenger rail line and station and occurring along Riverside Avenue; <br />a second alternative will be based upon an Omnitrans bus route along both Riverside <br />and Pepper Avenue with no passenger rail line. <br />
