A. These alternatives shall indicate land use and circulation patterns, incorporating some <br />or all of the following land uses: retail, business park, hospitality, residential, <br />community facilities, recreation and open space uses. Community identity and place <br />making concepts will be identified for each alternative, as well as relationships and <br />transitions to surrounding properties. Alternatives will be colored for presentation <br />purposes. Photographs of quality developments with similar land uses that are <br />applicable to the concepts presented in the alternatives will be presented to discuss <br />overall planning, design quality and place making concepts. Recommendations for <br />interface, access and transitions with adjacent properties east of Riverside Avenue in <br />the City of Rialto will be provided. <br />B. Statistical summaries will be prepared for each alternative, including acreages and <br />square footage projections for retail uses, office uses, residential units per acre for <br />various densities/product types and other site elements. <br />C. Conduct a meeting with the Client to review the alternatives. <br />D. Based on the review, prepare refinements to the plans. Prepare master plans for each <br />land use to illustrate conceptual layouts for buildings, parking fields and landscape <br />areas. <br />E. Conduct a follow up meeting with the Client to review the refinements. <br />F. Upon completion of the refinements to the plans, a meeting with the property owners <br />within the Specific Plan boundary will be provided and shall include other stakeholders <br />at the City's discretion. A follow up meeting with the Client shall occur after the <br />stakeholder meeting. <br />G. Concurrently with the above, preliminary analysis and studies for grading, sewer, water, <br />storm drain and hydrology master plans will be provided with refinements provided in <br />the Final Preferred Plan. <br />Task Two: Final Preferred Plan <br />Based upon the outcome of the meetings above and further discussion with staff, a Final <br />Preferred Plan will be prepared. Three renderings in sketch form and colored will be included <br />to illustrate key elements of the design concepts. A final master plan will be revised and <br />colored for the selected alternative. <br />A workshop with the City Planning Commission and / or City Council is also planned. Any <br />refinements that result from the outcome of the meetings above will be incorporated into the <br />Final Preferred Plan. This plan will be used as a basis for preparation of the Specific Plan and <br />EIR. <br />Task Three: Meetings and Coordination <br />All meetings and coordination referenced above in Work Item II with the Client and <br />other governmental agencies or individuals will be provided under this task for billing <br />purposes. A total of five meetings are included based upon Tasks I and II above. <br />A-5 <br />
