PHASE TWO <br />III. WORK ITEM THREE: SPECIFIC PLAN DOCUMENT AND PUBLIC <br />REVIEW / HEARINGS <br />Task One: Specific Plan Preparation <br />The purpose of this task will be to prepare a Specific Plan document in conformance <br />with the State of California and the City of Colton guidelines. The Specific Plan shall <br />include the following: <br />A. Description of the Land Use Plan and Design Concepts. <br />B. Development Guidelines: <br />1. Land Use Plan and Statistical Summary <br />2. Circulation* <br />3. Open Space and Recreation, including conceptual plans for park areas. <br />4. Water Service <br />5. Wastewater <br />6. Storm Drainage / Hydrology <br />7. Grading Concept <br />8. Landscape Concept Plan including cross sections for major roads. <br />* Circulation rights of ways and street cross-sections for major streets to be <br />provided by the traffic engineer responsible for the Comprehensive traffic study. <br />Refer to Exhibit "A3". <br />Refer to Exhibit "A4" for a detailed scope of work for water services, <br />wastewater services, storm drainage and a hydrology study. <br />C. Phasing Plan. This will be descriptive in nature and shall identify the proposed <br />sequence of phasing by planning areas. A Land Use Map will be colored to <br />show the proposed phasing, e.g., Phase I, II, III, etc. <br />D. Development Regulations <br />This section will include an summary of development standards for the project <br />area and include the following topics: <br />• Applicability and General Provisions <br />• Permitted and Conditionally Permitted Uses <br />• Non -conforming uses and structures <br />• Site Development Standards, including office, retail, single family and <br />multi -family uses e.g., minimum square feet, setbacks, coverage's, heights, <br />etc. <br />• Parking <br />• Landscape <br />
