Job Description: Specific Plan Amendments <br />650 North La Cadena Drive Project Name: West Valley Super Block Specific Plan (WVSP) <br />Colton, CA 92324 <br />Attn: Ms. Candace Cassel Date: September 25 2008 <br />Upon your written authorization (below), HFI will provide the following specified "Additional Services": <br />As follows: <br />1) Prepare an alternative land use plan for the EIR that realigns Valley Boulevard and provides a larger <br />usable site for shopping center between Valley Boulevard and the 1-10 freeway, 2) provides an alternative <br />land use plan for the Specific Plan to relocate the Elementary School Site, 3) provides a financial pro - <br />forma for the overall development, 4) to provide a Legal Description of the Specific Plan area and the <br />proposed school site as defined in the "Colton Super Block Land Use Plan" prepared by JHA Consulting <br />(JHA), 5) and to review the off-site and on-site drainage master plans. <br />The following is the Scope and Fee to complete the above-described work: <br />Work to be completed by JHA: <br />1 Prepare an alternative plan for the EIR realigning Valley Boulevard. Meet with City staff in a <br />design charrette and develop a variety of alignment/plan options. The goal will be to select up to <br />two (2) options by the end of the meeting. <br />2 Based on the two (2) selected options, JHA will prepare these alternatives in CAD format <br />including the revised road alignment and total acres. Statistical land use summaries for each <br />alternative will also be provided. <br />3 JHA will review the above with City staff and provide a preferred final plan incorporating any <br />final comments. This plan and corresponding overall project statistical summary will be submitted <br />to MBA for inclusion to the EIR. <br />NOTE: The above is based upon revising the land uses south of Planning Areas (PA's) 12 and 18 <br />including all the retail uses west of Pepper Avenue. If PA's north of PA's 12 and 18 require <br />changes then additional time and fees would be required. <br />4 Provide a Land Use Plan option with revised Elementary School Site: Based on recent input that <br />the proposed school site is located in a sensitive habitat area and based upon the Rialto Unified <br />School District input that they are unwilling to approve the site without an approved HCP that <br />clears the site for habitat purposes, a land use option will be included in the current Specific Plan <br />that relocates the school away from the sensitive habitat area. <br />5 Provide a Financial Pro -Forma: The financial analysis would be prepared to assist in maximizing <br />the value of the various properties, to expedite the timing to develop the property, and establishing <br />a recommended per acre and/or per square foot value. The outcome will provide a baseline for <br />City staff to work with property owner's in a collaborative effort to encourage development in a <br />master plan manner. The analysis will include peak capital contributions, quarterly cash flow, <br />amount of equity required, and other appropriate financial results. Once the financial model is <br />developed, studying up to six variations with different land uses is included.
