CITY OF COLTON <br />RECORDS MANAGER <br />DEFINITION: <br />Under the direction of the City Manager or designee, performs a variety of complex <br />administrative and managerial duties to ensure the efficient operation and maintenance of the City <br />Clerk Division, excluding the duties and functions performed by the elected City Clerk as <br />specified in the Colton Municipal Code and the City Clerk job description adopted by Resolution <br />of the City Council. The Records Manager is an at -will employee reporting to the City Manager. <br />DISTINGUISHING CHARACTERISTICS: <br />The Records Manager is the highest level classification within the City Clerk Division and is <br />accountable for all operations of that division, excluding the duties and functions performed by <br />the elected City Clerk as specified in the Colton Municipal Code and the City Clerk job <br />description adopted by Resolution of the City Council. <br />SUPERVISION EXERCISED: <br />Exercises direct supervision over administrative or clerical staff in the City Clerk Division. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />To the extent of any inconsistency between these essential functions and those ascribed to the City <br />Clerk, as specified in the Colton Municipal Code and the City Clerk job description adopted by <br />Resolution of the City Council, those essential functions shall be performed by the City Clerk. <br />Legislative Responsibilities <br />• Manage the assembling and editing of all City Council, Colton Utility Authority, and <br />Economic Development Agency agenda reports for final review by the City Manager. <br />• Direct the drafting and administration of ordinances and resolutions for the City. <br />• Certify documents and supervise the recording of documents with the County Recorder. <br />• Administer the provisions of the Political Reform Act of 1974. <br />• Administer the appointive list provision of the Maddy Appointive List Act. <br />• Prepare and update the City's Conflict of Interest Code and serve as Filing Officer and <br />Filing Official under the Political Reform Act of 1974 and under the regulations of the Fair <br />Political Practices Commission. <br />• On behalf of the City, receive and comply with requests for inspection and/or copying of <br />City records under the provisions of the California Public Records Act (Gov. Code § 6250 <br />et seq.). <br />• Supervise the publication of all legal advertising. <br />• Receive and open all sealed bids and formally release bid bonds. <br />• Receive, process, and maintain claims, summonses and complaints; notify claimants of any <br />action on claims received. <br />• Serve as the recipient or Filing Officer for documents designated to be filed with the City <br />Clerk by various sections of the Colton Municipal Code. <br />• Direct the codification and maintenance of the Colton Municipal Code. <br />
