Planning Commission <br />November 24, 1992 <br />Page 4 <br />Rick Marquez, 3900 Main Street, Riverside - stated that he is employed by the <br />City of Riverside. Mr. Marquez stated that the City of Riverside has nearby <br />wells that supply 20% of Riverside's water. Additionally, they're concerned <br />that if this project is approved it may contaminate their City's water supply. <br />Socorro A. Rosales, 604 Agua Mansa, Colton - stated that he is concerned with <br />Blue Ribbon's operation and he does not want to have another problem in the <br />area. <br />Joe Jackson, 124 N. Orange, Riverside - stated that he has farmed for 18 years <br />and this operation will provide soil amendments for organic farming. <br />Public Hearing Closed <br />Commissioner Prieto made a motion to accept File Index Number DC -79-92 with a <br />Negative Declaration, traffic fee to be determined by public Works, landscaping <br />in phases, and interim waste water system. Commissioner Wyatt seconded the <br />motion. The motion was carried. <br />FILE INDEX NUMBER DC -61-92 G. W. SINGLErARY <br />Mr. Zamora stated the request is for modifications of Conditions of Approval. <br />Mr. Zamora stated that the traffic mitigation fee was originally over $30,000 <br />and has been adjusted to approximately $11,000. <br />Public Hearing Opened <br />Charles Sheaffer, P. O. Box 53110, San Jose - stated that he feels the new fee <br />is not equitable but plans to proceed with the project. <br />G. W. Singletary, 1733 Mass Ave., Riverside - stated that there are inequities <br />in determining the traffic fee and gave examples of other project's fees versus <br />their fee. <br />Public Hearing Closed <br />After a lengthy discussion concerning traffic mitigation fees, Commissioner <br />Wyatt noted discrepancies in the Conditions of Approval based upon the decisions <br />made at the last meeting. Ms. Biggs stated that the Commission can direct Staff <br />to compare the minutes with the conditions for clerical corrections. <br />Vice -Chairperson Vega made a motion to approve File Index Number DC -61-92 and <br />directed Staff to review the Conditions of Approval under Miscellaneous #8 and <br />#9 and Aesthetics #2. Commissioner Prieto seconded the motion. The motion was <br />carried. <br />
