Box 53110 <br />San Jose, ' CA 95153-0110 <br />Re: Fruit Growers Supply Company, Colton, California <br />Dear Charlie, <br />As you requested, this is a recommendation regarding an appropriate traffic mitigation fee for <br />the proposed Fruit Growers Supply Company warehouse in Colton, California. My <br />understanding is that the Colton Public Works Department has determined the fee to be <br />$30,520 based upon the segregation of the warehouse floor space from the lobby/display area <br />and offices, with the application of corresponding traffic mitigation fees for each of these <br />separate building areas. The City's calculations are summarized as follows. <br />Warehouse and pallet shed = 15,440 s.f. x 0.50 = $ 7,720.00 <br />Display = 4,800 s.f. x 4.00 = 19,200.00 <br />Office = 2,400 s.f. x 1.5 = 3,600.00 <br />TOTAL 22,640 s.f. <br />TOTAL $30.520.00 <br />I believe it is more appropriate to assess the entire project based upon the industrial storage <br />rate included in the attached "City of Colton Calculation of Fee for Each Land Use and <br />Projected Revenue" (Attachment 1). The project has a total building size of 22,640 square <br />feet. Applying a fee of $500 per 1,000 square feet results in a total fee of $11,320. The <br />reason it is appropriate to assess the project based upon one land use category for the entire <br />project is that the apparent trip generation rate for the industrial storage category used to <br />establish this fee is actually higher than standard warehouse trip generation rates documented <br />by the Institute of Transportation Engineers and Caltrans. <br />It, therefore, more than compensates for any ancillary floor space proposed for Fruit Growers <br />Supply Company. This is documented in the following discussion. Apparently the City of <br />Colton is charging a fee of $60 per daily trip. This is based upon single—family residences <br />being charged $600 per residence. The typical trip generation rate for single—family <br />development is 10 trip ends per day per dwelling unit. Dividing the $600 per dwelling unit <br />fee by 10 trip ends results in $60 per daily trip. With the industrial storage category being <br />charged a rate of $500 per 1,000 square feet, and a rate per daily trip of $60, the assumed trip <br />generation rate for industrial storage is 8.33 trips per day per 1,000 square feet. <br />P.O.
