Charlie Schaefer <br />November 5, 1992 <br />Page 2 <br />The warehouse trip generation rate determined by the Institute of Transportation Engineers <br />is 4.88 trip ends per day per 1,000 square feet. This is quoted from the Institute of <br />Transportation Engineers, "Trip Generation", Fifth Edition, 1991, rates for warehouse land <br />uses included as Attachment 2. It provides a description of warehousing land uses as follows. <br />"Warehouses are primarily devoted to the storage of materials; they may also include office <br />and maintenance areas". <br />Caltrans estimates the daily trip rate for warehouses at 4.5 trip ends per day per 1,000 square <br />feet as indicated on Attachment 3. This is very similar to the Institute of Transportation <br />Engineers rate. This is quoted from "Fifteenth Progress Report on Trip Ends Generation <br />Research Counts", Caltrans, December, 1983. Most of the detailed studies used to determine <br />the Caltrans rate are also attached. They provide only a sketchy description of the actual <br />projects. However, it can be noted that the trip rates are based upon total traffic entering and <br />exiting each warehouse facility. Virtually all warehouses will include some type of office <br />space. For example, Caltrans study No. 212 was conducted at a McGraw—Hill book <br />distribution center in Novato, California. It describes this project as follows. "A book <br />distribution center adjacent to Highway 101 in Novato isolated from other developments. <br />Major activities include warehousing, book distribution, and office work". This particular <br />project had, a trip generation rate of 2.2 trip ends per day per 1,000 square feet. The 8.33 trip <br />ends per 1,000 square feet used for industrial storage land uses in the City of Colton traffic <br />mitigation fee program is more consistent with triprates quoted for general light industrial <br />land uses in the Institute of Transportation Engineers and Caltrans publications. <br />In considering the appropriate traffic mitigation fee for this project, it should also be <br />remembered that the project site was, until recently, outside the City of Colton sphere—of— <br />influence and was not considered a candidate for contributing to the traffic impact fee at all. <br />This project will not impact the City of Colton street system and, therefore, will not contribute <br />to anticipated congestion requiring the various capitol projects anticipated to be funded by the <br />traffic impact fee. The collection of any fee from this project can be considered a bonus to <br />the City of Colton. <br />If you have any questions regarding this recommendation, please do not hesitate to contact <br />me.
