CITY OF COLTON <br />CONTRACT ADMINISTRATOR <br />DEFINITION: <br />To perform senior administrative level work in the administration of service contracts for <br />disposal of Municipal Solid Waste, Recyclables, Green Waste, Composting and Processing <br />Facilities (Waste Contracts), Lighting and Landscape Maintenance (LLMD) contracts, franchise <br />agreements and any other such service or construction contracts as may be directed by the City <br />Manager. <br />SUPERVISION RECEIVED AND EXERCI D• <br />Administrative direction is provided by the City Manager. <br />May provide supervision over professional, technical and clerical staff. <br />EXAMPLES OF DUTIES: <br />Perform general administrative duties that are associated with the agreement between the City <br />of Colton and the contractors authorized by the City Council. Such duties may include but are <br />not necessarily limited to: <br />• Coordinate/manage all initiative related to contractual methods involving waste. <br />• Develop and implement a process to continually integrate requirements for AB 939. <br />• Providing assurance that each Contractor is in compliance with the specified terms and <br />conditions of the contract including meeting the service standards established by the contract. <br />• Ascertain that Contractors pay all franchise fees, permit fees and other cost of doing business <br />fees as they may apply to the City of Colton in accordance with the applicable schedules. <br />• Serve as a liaison between the Contractor's employees and City residents in the resolution of <br />complaints and assist the Contractor in providing and delivering public education programs <br />to the community, where necessary. <br />• Prepare reports relative to contract status, cost analysis and assist in calculating LLMD zone <br />and annual benefit assessments and contract compliance. <br />• Investigate contractor claims for extra work; negotiate and prepare contract change orders. <br />• Monitor franchise payments and audit gross receipts calculations. <br />• Conduct preliminary negotiations with contractors regarding contract renewals. <br />QUALIFICATIONS <br />Knowledge of: <br />Principles of contract administration as they apply to municipal waste contracts, lighting <br />and landscape maintenance contracts, franchise agreements and other municipal contracts <br />as may be deemed necessary by the City Manager. <br />Negotiation of contracts. <br />Preparation and standards for Requests for Proposals (RFP's). <br />
