DZG-32-96 <br />August 27, 1996 <br />Page 2 <br />ANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of parcel 162-106-05 is Office/Business Park. The requested <br />action would change the designation to Light Industrial, which is more consistent with the <br />surrounding designation. It is staffs opinion that approval of the amendment to the General <br />Plan is appropriate and would be consistent with the intent and guidelines of the General <br />Plan, taking into consideration that the site is immediately adjacent to another light industrial <br />zone. <br />ZONING CONSISTENCY <br />The zoning classification of parcel 162-106-05 is Business Park. The Business Park Zone is <br />intended to provide for the development of business and professional offices, with a high <br />standard of development which will improve the overall quality of the community. The <br />requested zone change is to M-1 (Light Industrial). A zone change to an M-1 Zone would <br />make the property more consistent with the adjacent property owned by Laymon's Candy. <br />The Laymon property is currently zoned M-1 with a SDA (Sensitive Development Area) <br />overlay zone. Staff has determined that the SDA overlay is not necessary at this location, <br />and that the designation should be deleted. It is staff's opinion that the proposed zone <br />change will be in conformity with the Zoning Ordinance and would not adversely affect the <br />surrounding area or the community in general. <br />COMPATIBILITY TO SURROUNDING USES <br />The project site is located in an area fully developed with residential, commercial and <br />industrial uses. It is staff's opinion that the proposed project will be consistent and <br />compatible with the surrounding uses. <br />ENVIRONMENTAL CONCERNS: <br />An Initial Study and Environmental Checklist was processed by staff and distributed for <br />comments to all Responsible Agencies. There were no responses received from outside <br />agencies. On August 5, 1996, the Design Review Committee considered the proposed <br />project and approved standard Conditions of Approval. The Committee recommends that the <br />Commission support and concur with the standard Conditions of Approval for the proposal <br />and the filing of a Negative Declaration. Staff concurs with the recommendation from the <br />Design Review Committee. <br />
