If approved by the City Council, the proposed project will be consistent with the intent <br />and guidelines of the General Plan. <br />2. If the City Council grants a zone change, and if the applicant complies with the <br />Conditions of Approval, the proposed project will be consistent with the Zoning <br />Ordinance. <br />3. The proposed project will be consistent with the surrounding uses when the <br />Conditions of Approval are met. <br />4. The proposed project will not have a significant effect on the environment and <br />warrants a Negative Declaration. <br />RECOMMENDATION: <br />Based on the analysis and findings of the proposed project as referenced above, staff and <br />the Design Review Committee recommend that the Planning Commission adopt Resolution <br />Number R-2-96, a recommendation to the City Council for approval of File Index Number <br />DZG-32-96, subject to the Conditions of Approval; find that the project will not have a <br />significant effect on the environment, and adopt a Negative Declaration for the project. <br />Attachment: Resolution <br />
