The mayor shall consider all councilmember recommendations, but, except as to recommendations made concerning appointments to the planning commission, shall have the discretion to accept or reject such recommendations in making commission, board or committee appointments, subject to the approval of the city council. The city clerk shall post and publish a notice to all interested persons indicating open or vacant commission and committee positions at least i ten (10)' days prior to any appointment. No individual shall serve on more than one commission or committee. Although each member of the city council elected by a district shall use his.or her best efforts to recommend individuals residing in that district to commissions and committees, members of the city council may recommend individuals not residing in their districts in their discretion in order to assure that the most interested and qualified individuals serve on the various committees and commissions within the city_ In addition to the six members recommended by each councilmember for appointment by the mayor to commissions or committees, the mayor shall appoint one member to serve on each commission or committee who shall represent the city at -large on that commission or committee.
