Mr. Andres Soto <br />Capital Infrastructure Study <br />December 17, 1996 <br />Task 2. Explain and Interpret Study atAd Hoc Committee Meetings. The consultant will <br />attend four meetings of an Ad Hoc Committee to be formed by the City. The primary <br />objective will be to review and interpret the final report and its recommendations with the <br />committee to explain and interpret the study and to assist the City in resolving identified issues. <br />It is anticipated that there will be preparation and followup` time by the consultant for each <br />meeting. Lacking an approved contract amendment, the consultant will attend the first two <br />committee meetings and charge them against the City Council hearings under the present <br />contract. This leaves two other meetings for consultant attendance of the Ad Hoc Committee. <br />Hours: 20 Cost: $1,900 <br />Product: Consultant attendance at four Ad Hoc Committee meetings, for which two will <br />be invoiced against the existing contract and two against the amended contract. <br />Task 3. Conduct Additional Research in Response to Planning Commission Inquiries. <br />Four areas of research along with estimated hours and costs are described under the following <br />subtasks. Further analysis beyond that stipulated would be reimbursed separately on a time and <br />materials basis at the standard rate previously indicated.' <br />3. I Commercial and Industrial Fee Comparisons. The first area of research consists of <br />preparing two additional city -by -city fee comparison tables: one for commercial and one for <br />industrial. This has already been requested by the Planning Commission. These have not been <br />done previously, and it will be necessary to select and agree upon a sample building size and <br />use for each table'. Based on prior experience with the residential table which use a <br />preestablished "typical development, " approximately 40 hours is estimated to complete this task. <br />However, this task should not proceed until the characteristics of "typical developments" for <br />commercial and industrial projects have been agreed upon by the City and the Ad Hoc <br />committee as discussed in Task" 2.0. Hours: 40 Cost: $3,800 <br />Product. Brief memorandum including two tables comparing projected fees for "typical" <br />commercial and industrial developments for cities used in the residential <br />comparison in the Capital Infrastructure Report.' <br />3.2 Additional Fee Analysis. A second area of research will need to focus on providing <br />greater background analysis and justification for fee proposals. The most likely issue will be <br />the credibility of the 5 acre per thousand population General Plan standard underlying the parks <br />fee. Time would be made available to provide additional research into one issue area, such <br />as the parks question, to help the City prepare a justification for a reasonable alternative cost <br />recovery approach.. This research could include investigation of the comparability of the Colton <br />standards to other cities' standards and" criteria upon the which fee in question is based. <br />Hours: 20 $1,900 <br />0 <br />
