Appointments Removal: The city manager shall have the power to <br />appoint and remove any officers and employees of the city except the elected officers and <br />their respective staffs and the city attorney and his or her staff, subject to ratification by <br />the city council in the case of department heads; <br />D. Council Meetings: The city manager shall attend all meetings of the city <br />council unless excused therefrom by the city council; <br />E. Ordinances: The city manager shall recommend to the city council for-- <br />adoption <br />or`adoption such measures and ordinances as he deems necessary or expedient; <br />F. Financial Advice: The city 'manager shall keep the city council fully <br />advised at all times as to the financial condition, and needs of the city ; <br />G. Budget:_ The city manager shall submit to the city council in a timely and <br />efficient manner .the budget for each fiscal year; <br />H. Purchases: The city manager shall purchase or cause to be purchased all <br />supplies for all of the departments or divisions of the city; <br />I. Investigations: The city manager shall make investigation into the affairs <br />of the city, and any department or division thereof, and any contract, or, the proper <br />performance of any obligations of the city; <br />3 <br />
