Complaints: The city manager shall investigate all complaints in relation <br />to matters concerning the administration of the city government and in regard to the <br />service maintained by public utilities in the city, and shall see that all franchises, permits <br />and privileges granted by the city are faithfully performed and observed; <br />K. Property: The city manager shall exercise general supervision over all <br />public buildings, public parks and other public property which are under the control and <br />jurisdiction of the city council. <br />L. Supervision: The city manager shall supervise in general the operation of <br />all departments of the city; <br />M. Legal counsel: The city manager shall consult the city attorney on all <br />matters of city business and may secure special counsel as necessary with the advice and <br />guidance of the city attorney; <br />N. Ex Officio Personnel Officer: The city manager shall act as the Ex Officio <br />Personnel Officer for purposes of chapter 2.48 hereof; <br />0. Departmental Cooperation: It shall be the duty of all subordinate officers <br />and the city <br />clerk, city <br />treasurer <br />and <br />city attorney to assist the city manager in <br />administering <br />the affairs <br />of the <br />city <br />efficiently, economically and harmoniously, <br />consistent with their fiduciary duties to the city and its residents; <br />P. Other Duties: The city manager shall perform such other duties and <br />exercise such other powers as may be delegated to him or her from time to time by <br />ordinance or resolution of the city council. <br />4 <br />
