Expend any sum of money, except in accordance with the approved budget <br />or with prior approval of the city council; <br />B. Create or abolish any municipal office or position except with the approval <br />of the city council; <br />C. Increase or decrease the salary or emoluments of any city employee except <br />with the approval of the council; <br />D. Sell, lease or encumber any real estate belonging to the city; <br />E. Grant, cancel or revoke any franchise; <br />F. Forgive any debt or financial obligation to the city or waive any <br />provision of a contract without specific authorization of the city council <br />2.16.070 Removal <br />A. The city manager may not be removed from office within the thirty days <br />following a general municipal election. <br />B. Except as provided in paragraph (A) hereof or by the express terms of a <br />written contract, the city manager may be removed at any time for any reason, with or <br />without cause, by majority vote of the city council through ordinance or resolution. <br />C. Prior to or after removal of the city manager, the city council may grant <br />a hearing for the city manager to present oral or written comment, at the discretion of <br />the city council, upon any stated grounds for such removal. <br />5 <br />
