D. Disbursements <br />Funds provided under this Agreement shall be disbursed <br />and applicant accounts credited in accordance with the <br />provisions of Exhibit A. <br />Contractor shall charge the eligible household, in the <br />normal billing process, the difference between the actual <br />cost of the home energy and the payment amount made by <br />HEAP.. The actual costs of the home energy shall not <br />exceed the customary cost charged by the industry for <br />energy to consumers in the geographical area in which the <br />energy is provided. <br />Contractor assures that no household receiving assistance <br />under this process will be treated adversely because of <br />such assistance under applicable provisions of State Law <br />of public regulatory requirements. <br />UNNEFrsrs� <br />Reports required under this Agreement are detailed in <br />Exhibit A and the Attachments thereto. <br />Contractor shall make available to the Department or its <br />representative all appropriate books, documents, papers <br />and records for examination, copying or mechanical <br />reproduction on or off its premises as the Department may <br />require. <br />The Contractor shall preserve and make available the <br />items listed above for a period of three years from the <br />date of the final disbursement under this Agreement. In <br />the event any record must be maintained for a period <br />longer than three years appropriate notification shall be <br />sent to the Contract by the Department. <br />3 <br />
