CITY OF COLTON <br />HUMAN RESOURCE ANALYST <br />DEFINITION; <br />Under the direction of the Human Resource "Director, performs a variety of <br />paraprofessional/professional, technical and analytical work in assigned programs including <br />recruitment and selection, employee relations, compensation, classification, employee benefits, <br />Affirmative Action, employee development, employee counseling, employee training; City's <br />workers compensation, insurance, and safety programs, provides responsible administrative <br />assistance to the Human ResourceDirector and the Risk/SafetyAnalyst. <br />DISTINGUISHING CHARACTERISTICS: <br />The Human Resource Analyst is a single position class responsible'for assisting the Risk/Safety <br />Analyst in the City's risk and safety related programs and for assisting the Human Resource <br />Director performing duties as listed below. An incumbent within this classification works <br />independently in ensuring proper reporting, investigation. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Recommends and assists in the development and implementation of modified systems, <br />policies and procedures. <br />• Develops and implements recruitment plans; develops recruitment schedules and related <br />literature and recruitment advertising for selected positions. <br />• Notifies applicants of status during the various phases of the recruitment and selection <br />process for selected positions: <br />• Conducts classification studies and develops class specifications; conducts salary and benefit <br />surveys; ; performs analysis and develops recommendations regarding recommended <br />reallocations. <br />• Assist in administering employee benefit programs and the Affirmative Action program. <br />• Provides administrative staff support in the labor negotiations process; participates in the <br />administration of labor agreements,, grievances and disciplinary action proceedings. <br />• Conducts studies, analyses and research on a broad range of personnel assignments <br />completes a variety of surveys and reports. <br />• Analyzes legislation and regulations to determine the effect on City personnel programs. <br />• Identifies and coordinates training and career development opportunities. <br />• When assigned, serves as representative, attends conferences, meetings, or public ,functions <br />may lead or participate in discussions regarding personnel or benefits issues. <br />• Interprets personnel policies and procedures; responds to requests for information and <br />assistance employees, elected officials, management, outside agencies, bargaining units and <br />the public. <br />• Maintains in accordance with the retention rules and regulations the Risk Management filing <br />system. <br />• Assists the Risk/Safety Analyst in the processing of liability claims. <br />• Conducts surveys and compiles a variety of reports and documents relative to safety, <br />workers' compensation, and general liability analysis. <br />
