EXHIBIT A <br />CITY OF COLTON <br />MEMORANDUM OF UNDERSTANDING <br />BY AND BETWEEN <br />THE COLTON FIREFIGHTERS ASSOCIATION <br />AND <br />THE CITY OF COLTON <br />1. This agreement will last for three years and three months <br />beginning April 1, 1997 and ending midnight, June 30, 2000. <br />2. The City will provide to all unit employees a base salary <br />increase of 4% retroactive to July 1, 1997. <br />3. The City will provide, in addition to the salary increase, <br />a one-time increase of $200 to all employees in the <br />bargaining unit. <br />4. Both -parties agree that: <br />A. It continues to be the goal of the City that <br />Association members receive a competitive level of <br />compensation with the intent of placing the <br />Association's salaries at a position equal to the <br />average of the comparable cities. However, any <br />adjustments based on the results of the comparable city <br />survey and the implementation schedule must be agreed <br />to by both parties. <br />B. It is further agreed that the data collected from the <br />comparable cities will be based upon an employee with <br />over five (5) years of service, and that the <br />comparisons between the City and comparable cities <br />shall be the maximum of the salary range available to <br />either group of employees. The parties agree to meet <br />and confer over the results of the survey. <br />C. With this in mind the City and the Association agree <br />reopening to discuss salary increases, the "48/96" work <br />schedule and vacancies prior to April 1, 1998 and <br />vacancies and salary increases prior to April 1, 1999. <br />The City and the Association further agree that the <br />vacancies to be discussed shall not be created by the <br />layoff of any unit member. Nor shall the vacancy <br />discussions or any agreement reached reduce the minimum <br />assignment for equipment staffing as set forth in <br />03110/98 <br />c:\wd=WOU\Fimfighmrs Exhibit <br />EXP 6/30/1000 <br />
