Planning Commission Minutes <br />March 9, 1999 DrAk IsIft AFT <br />Page 2 <br />Chairperson Oliva inquired as to what days would be 18 and over and whether there is a <br />dress code. <br />Tom Thanopoulos, Applicant, 195 West Valley Boulevard, Colton <br />Mr. Thanopoulos stated that the 18 and over days had not been determined yet. He indicated <br />that they do have a dress code. Chairperson Oliva indicated that she thought the applicant <br />was going to provide the Commission with the days the establishment would be 18 and over. <br />Mr. Thanopoulos stated that those dates could vary. Chairperson Oliva asked if it was <br />possible that it would be 18 and over days every day. Mr. Thanopoulos stated that it could be <br />but that he did not anticipate that. He stated that their liquor license allows them to admit all <br />ages into the club. <br />Mr. Ragels stated that the Police Department is requiring the club have a certain number of <br />guards on duty at all times and that if the number of patrons increases, that the number of <br />guards on duty increases also. He stated that they would be installing wire mesh along the <br />outside area to prevent alcohol from being passed from the inside to the outside of the club. <br />He indicated that there would be a guard at the door at all times and that during 18 and over <br />nights, everyone under 21 would be required to wear a band. He stated that the Police <br />Department does have the right to enter the establishment at any time to check for violations <br />and that the applicant is paying a monthly fee to the Police Department to check the guard <br />cards. He indicated that the Police Department is requiring that the guards obtain their guard <br />cards prior to employment. Chairperson Oliva stated that she originally voted on the project <br />under the assumption that the club was going to be 21 and over. <br />Mr. Derleth stated that the dress code is not in the conditions and that the 18 and over issue is <br />governed by the ABC license. He stated that the age issue would probably be governed by <br />an economic decision made by the applicant. Mr. Zamora stated the Commission does have <br />the right to review this project's Conditional Use Permit at any time. <br />Commissioner Suchil inquired as to the hours of the club. Mr. Thanopoulos indicated that <br />they were unsure of the opening hours but that they would close at 2:00 a.m. Commissioner <br />Suchil asked if there was a menu available for the Colton location, since the one previously <br />supplied the Commission was for a different location. Mr. Thanopoulos stated that the menu <br />was the same but that the Colton location would not include the statement advertising the <br />location for banquets. Commissioner Suchil inquired as to whether the applicant also had a <br />security guard company license and whether they had complied with State requirements <br />regarding the guards. Mr. Thanopoulos stated that the liquor license does not have a <br />condition in regards to security. Commissioner Suchil directed the City Attorney to look into <br />the state board that governs security licenses and their requirements. Mr. Thanopoulos <br />indicated that their guards would be patrolling the parking lots that they would be using due to <br />the reciprocal parking agreement. Commissioner Suchil questioned the applicant on whether <br />they would be open to other possibilities if the State does not allow their guards to patrol the <br />parking areas. Mr. Thanopoulos stated that he would be willing to work with the City for <br />security of the parking areas if such a situation arises. <br />
