Planning Commission Minutes <br />March 9, 1999 <br />Page 3 <br />Commissioner Suchil inquired as to whether the sign had been approved. Mr. Zamora stated <br />that he had approved the sign, per the Ordinance. Commissioner Suchil asked that the <br />reciprocal parking agreements be in writing prior to opening. Mr. Zamora indicated that they <br />would be using the north side of the establishment to provide additional parking and that they <br />would not be using the parking areas across Valley Boulevard. Commissioner Suchil asked <br />whether the stalls would be marked. Mr. Zamora stated that they are striped but that they <br />would not be exclusive to the club due to the fact that it was reciprocal parking. He indicated <br />that the businesses that are there do not have a demand for parking during the hours that the <br />club would have the demand. <br />Commissioner Prieto questioned whether the City would be liable if any problems occurred at <br />the club. Mr. Derleth stated that the City would not be liable; that it was no different than any <br />other business operating in the City with a Conditional Use Permit. Commissioner Chavez <br />inquired as whether there was a safety hazard due to the bars and wire mesh located on the <br />outside patio area of the club. Mr. Ragels stated that they do have an exit door out of the <br />area. <br />Mr. Zamora stated that this was brought before the Commission as an informational item to <br />inform them that the requirements had been met. He indicated that the applicant had applied <br />for the Dance Permit and that it would be heard before the City Council on March 16, 1999. <br />Chairperson Oliva questioned whether they could request that this project be brought before <br />them at a future date. Mr. Derleth indicated that at any meeting, the Commission may request <br />any Conditional Use Permit be brought before them at a future meeting for review and update. <br />ITEM G — PUBLIC HEARING <br />1. FILE INDEX NUMBER: D-01-99 CITY OF COLTON <br />UTILITY DEPARTMENT <br />Tom Clarke, Utility Department Director for the City of Colton <br />Mr. Clarke asked for approval of a Negative Declaration for the Sludge -to -Oil Reactor System <br />(STORS) project at the Wastewater Treatment Plant. He stated that the STORS project is an <br />EPA funded demonstration project that converts municipal sludge from a wastewater <br />treatment facility into marketable products, primarily oil and fertilizer. He indicated that the <br />project is totally funded and does not require matching funds. He explained the processand <br />appearance of the facility. He stated that an operator for the facility would be provided and <br />that the facility would be in use for approximately one year. <br />Chairperson Oliva questioned why the City of Colton was chosen for this project. Mr. Clarke <br />indicated that discussions with other cities had not worked out and that Colton met the criteria <br />they were looking for. Commissioner. Prieto inquired as to whom would profit from the <br />byproduct. Mr. Clarke stated that the byproduct is the property of the ThermoEnergy <br />Corporation, who owns the patent for the product. <br />
