The facility will not accept liquid waste, hazardous waste, medical or <br />radioactive waste, designated waste, or other wastes other than recyclable waste. <br />However, in the event that any hazardous waste is discovered in the collected material, <br />the company shall have an established procedure for handling and storing such waste, <br />until properly disposed, in accordance with applicable federal, state and local laws, rules <br />and regulations. According to the applicant, the proposed facility will initially process <br />250 tons of recyclable materials per day, which would be brought to the facility by trucks <br />averaging about 10 tons per load. The project site provides for expansion and is <br />capable of ultimately accommodating up to 1,950 tons per day of materials. <br />The project site is currently being used for truck repair, parking, and storage. The <br />vacant portions of the site are vegetated by annual grasses and shrubs, and contain <br />debris, including concrete and man-made materials illegally disposed on the site. It is <br />adjacent to and bounded by the Interstate 10 Freeway on the north, and the Interstate <br />215 Freeway on the west, and is located next to American Self -Storage on the east. <br />Ingress and Egress to the property is provided from Steel Road, which bounds the <br />property on the south. Also located south of the project site are the parking and storage <br />facilities of HCS Cutler Construction & Industrial Tools Company, Colton Milling, Inc., <br />and vacant property. There are no distinguishing natural or man-made characteristics. <br />ANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of the project site is SP for the Santa Ana River <br />Redevelopment Project Area Specific Plan. A major objective of the Specific Plan is to <br />foster interest for industrial uses at specific land use designations. The project site is <br />designated for industrial use and allows for industrial uses that are permitted by the <br />Zoning Ordinance. It is staff's opinion that the proposal is consistent with the intent and <br />guidelines of the General Plan. <br />ZONING CONSISTENCY <br />The zoning classification of the project site is SP (Santa Ana River Redevelopment <br />Project Area Specific Plan), with an Industrial Park overlay zone. The proposed project <br />is the establishment and operation of a solid waste collection, processing, and recycling <br />facility and transloading operations. These type of land uses are permitted in <br />commercial and industrial zones throughout the City, with the granting of a CUP <br />(Conditional Use Permit). The applicant has complied with application procedures for a <br />CUP to establish the proposed project in the City of Colton. <br />The applicant is also requesting approval of a Major Variance to reduce landscaping <br />requirements on the project site, and to permit a metal building in the SARRPA (Santa <br />Ana River Redevelopment Project Area) Specific Plan Zone. Section 18.24.130 of the <br />Zoning Ordinance requires a minimum landscaping coverage of 25 percent of the lot <br />area in all commercial and industrial developments.
