File Index Number DCV -33-99 <br />July 13, 1999 <br />Page 3 <br />plan, which proposes landscaping to be provided only on a 10 foot -wide, 711.78 foot <br />long bermed landscape strip along the street frontage of the property. The proposed <br />landscaping is less then one percent of the minimum landscaping requirement. <br />Under Section 4.8 of the SARRPA Specific Plan, new building design guidelines require <br />each industrial building to be of masonry block or concrete tilt -up construction. The <br />applicant is proposing to relocate to the project site, an existing metal building <br />(approximately 12,000 square feet) to serve as the tipping and processing center. The <br />applicant has agreed to modify the metal building with architectural amenities that will <br />enhance its' appearance and compatibility to its surroundings. If the Commission grants <br />a Conditional Use Permit for the establishment of a collection and processing recycling <br />facility, and a Major Variance to reduce minimum landscaping requirements and use of <br />a metal building on the project site, and if the applicant complies with all Conditions of <br />Approval, the proposed project will be consistent with the Zoning Ordinance. <br />VARIANCE FINDINGS <br />Variances from the terms of the Zoning Ordinance (Title 18 of the Colton Municipal <br />Code) shall be granted only when, because of special circumstances applicable to the <br />property, including size, shape, topography, location of surroundings, the strict <br />application deprives such property of privileges enjoyed by other property in the vicinity <br />and under identical zoning classification. The nature and business of recycling facilities <br />require maximum coverage of land by concrete and/or asphalt to serve trucks, collection <br />and processing equipment, storage, and employee and customer parking. Although <br />landscaping will be provided along the street frontage, it is impractical to require the <br />applicant to provide the 25% minimum within the project site. Staff conducted a site <br />review of all surrounding properties, which are industrial uses, and found that <br />landscaping is far less than the 25% landscaping requirement. <br />Staff also found that not all buildings located in the surrounding area are constructed of <br />masonry block or of concrete tilt -up. Section 18.48.070 of the Zoning Ordinance <br />permits metal buildings designed for commercial or industrial use to be located in an <br />established industrial zone. The proposed project site is the established industrial zone <br />for the SARRPA Specific Plan. Although the Specific Plan requires buildings <br />constructed with masonry block or concrete tilt -up, it is staff's opinion that the project <br />site area provides for optimum use of metal buildings when appropriate design <br />guidelines are utilized. <br />Based on the above referenced findings, <br />location and surroundings of the property, <br />guidelines of a Major Variance. <br />including the special circumstances of the <br />the proposed project is consistent with the <br />COMPATIBILITY TO SURROUNDING USES <br />The proposed project site is surrounded by other Industrial Park uses. The site is <br />immediately adjacent to American Self -Storage on the east, the Interstate 10 and 215 <br />Freeways, on the north and west, and parking and storage facilities for the HCS Cutler <br />Construction and Industrial Tools Company on the south (across Steel Road). It is <br />staff's opinion that the proposed project is consistent and compatible with the <br />surrounding uses. <br />
