He stated it would make it less feasible for them to attract the material needed to <br />make the facility work for the City and Taormina. <br />Commissioner Suchil questioned where the closest competitor to the facility was located. Mr. <br />Sloan indicated that the closest competitor is located on Agua Mansa Road. Commissioner <br />Suchil indicated that this proposed project would be in an ideal location and he did not believe <br />that they would be impacted by the competition. Mr. Sloan explained that there are not many <br />facilities like this but that they are highly competitive. He stated that there are architectural <br />features that could be utilized to break up the appearance of the building. <br />John McNamara, Taormina Industries, 1131 North Blue Gum, Anaheim, CA <br />Mr. McNamara explained the measures utilized to control run-off and to clean the property. <br />He discussed the amount of tonnage the facility would process and the affect it would have on <br />traffic in the area. <br />Lorilee Rothenberger, 2137 East Steel Road, Colton, CA <br />Ms. Rothenberger expressed concern about odors, rodents, insects, noise, dust and increased <br />traffic that may result from the proposed project. Mr. McNamara addressed Ms. <br />Rothenberger's concerns. <br />Mr. Zamora stated that the City and the applicant were working to meet the AB939 recycling <br />requirements. Mr. McNamara explained how this facility would impact the City's compliance <br />with AB939. <br />Mike Carlstrom, 519 Cameo Drive, Colton, CA <br />Mr. Carlstrom questioned what main streets would be used for the proposed project. Mr. Soto <br />indicated that the routes primarily used for leaving the facility would be Steel Road, north on <br />Hunts Lane, left on "E" Street to the 1-10. He stated that the primary routes used for entering <br />the facility would be to exit on Waterman, to Redlands Boulevard crossing Hunts Lane to Steel <br />Road. Mr. Carlstrom questioned whether Mount Vernon would be utilized, the number of <br />trucks that would be used, and where the overflow parking would be. Mr. McNamara <br />addressed Mr. Carlstrom's concerns. <br />Public Hearing Closed <br />Vice -Chairperson Vilches thanked the applicant for explaining the proposed landscaping and <br />indicated he was satisfied with it. <br />Commissioner Suchil moved approval of File Index Number DCV -33-99 with the exception of <br />the Major Variance to allow a metal building. <br />Commissioner Prieto questioned what discussions took place regarding architectural features <br />that could be added to the metal building. Mr. Zamora stated that he had met with the <br />applicant regarding features that could be added to break up the roofline, adding columns or <br />the use of architectural features to change the appearance. Mr. Zamora stated that <br />landscaping could also be utilized. Commissioner Prieto questioned whether the architectural <br />features would be presented to the Commission.
