DRAFT - MINUTES HAVE NOT BEEN APPROVED BY THE PLANNING COMMISSION <br />Planning Commission Meeting <br />Minutes of July 27, 1999 <br />Page 4 <br />Commission take action and, if the action were favorable, staff would meet with the applicant <br />and provide the Commission with various architectural alternatives. <br />Commissioner Suchil stated that guidelines were in place and that he did not believe the <br />applicant had provided circumstances that would warrant an exception. <br />Commissioner Suchil indicated that his motion to approve File Index Number DCV -33-99 with <br />the exception of the Major Variance for the metal building remains; seconded by <br />Commissioner Hernandez, motion carried. <br />Mr. Soto informed the applicant of their appeal rights. <br />2. FILE INDEX NUMBER: DZ -09-99 JOHN REICHEL <br />3. FILE INDEX NUMBER: DT -28-99 JOHN REICHEL <br />Mr. Soto stated that DZ -09-99 and DT -28-99 would be presented concurrently. Mr. Soto read <br />the staff report stating the request for File Index Number DZ -09-99 is for a Design Review, <br />Zone Change and Environmental Assessment to add the Planned Community (PC) <br />designation to eleven acres of property currently zoned R-1 (Low Density Residential) and that <br />File Index Number DT -28-99 is a request for approval of Tentative Tract 16019 and an <br />Amendment to the Environmental Assessment for File Index Number DZ -09-99. <br />Commissioner Suchil expressed concern regarding the requested zone change, the impact the <br />project would have on the school district and the effect smaller lot sizes would effect the area. <br />Commissioner Vilches expressed concern about the smaller lot sizes and indicated that he <br />believed that the 7,200 square foot lot size should not be reduced. <br />Commissioner Chavez indicated that he was in agreement with his fellow Commissioners <br />regarding the reduced lot sizes and stated that the number of homes being proposed would <br />impact the school district. <br />Mr. Derleth stated that according to Proposition 1A, payment of school fees in most, not all <br />situations, is now considered to be adequate mitigation of school impacts. <br />Public Hearing Opened <br />Mr. Soto submitted and read a letter from Frances Weaver in protest of the request for smaller <br />lots. He submitted a second letter from Al Daniel, 1532 Agate, Colton, CA requesting that the <br />applicant be required to use block wall fencing in lieu of the proposed wood fencing. <br />Manuel Gaitan. 695 West Citrus, Colton, CA <br />Mr. Gaitan expressed concern with the lot size, requested zone change and discussed the <br />area to be developed. He stated that he believed the project was in conflict with the City's <br />General Plan.
