DRAFT - MINUTES HAVE NOT BEEN APPROVED BY THE PLANNING COMMISSION <br />Planning Commission Meeting <br />Minutes of July 27, 1999 <br />Page 5 <br />Mr. Carlstrom stated that his property faces the proposed project and that he was concerned <br />with the loss of privacy that would occur and problems that may result due to the secured <br />Southern California Edison easement that would be part of the project. He stated that he did <br />not think that the proposed homes would fit in with the established neighborhoods in the area. <br />He expressed concern about apartments in the area, the requested reduced lot size, vacant <br />homes, the lack of recreation areas in the City and the traffic impacts the project may cause. <br />Donna Atebv, 1501 Agate Street, Colton, CA <br />Ms. Ateby discussed small lot sizes on properties throughout the City. She questioned why <br />the Commission would approve the Cape Cod homes if they were concerned about the small <br />lot sizes being proposed. She discussed school taxes and stated that she was in favor of the <br />proposed project. <br />Mr. Soto informed Ms. Ateby that the Planning Commission did not approve the Cape Cod <br />homes. He indicated that the denial was appealed to and overturned by the City Council. <br />Max Lofy, 639 Cameo Drive, Colton, CA <br />Mr. Lofy expressed concern about the effects the proposed project would have on the existing <br />homeowners in the area. He indicated that the 7,200 square foot lot size for homes was <br />established for a purpose. He stated that he was concerned with the lack of privacy that <br />would occur for the existing homeowners and the possible depreciation of the current home <br />values. <br />Councilman DeLaRosa, 650 North LaCadena, Colton, CA <br />Councilman DeLaRosa stated that when the project was first proposed he was concerned with <br />the size of the lots. He indicated that after investigation, site inspections of other <br />developments throughout the City, and discussions with Mr. Zamora, Mr. Reichel and Mr. <br />Soto, he came to the conclusion that the project will be favorable for the District. He indicated <br />that the project would impact the schools both negatively and positively. He stated that District <br />2 needs to invest in development. He stated the project would bring in additional tax money. <br />He indicated that he had spoken to residents both in favor and against the project. <br />He requested that the Planning Commission require that the seven homes proposed behind <br />Cameo Drive not intrude on resident's privacy. He stated that he would like block walls in lieu <br />of wood fencing. <br />Mr. Carlstrom asked Councilman DeLaRosa about his feelings on the easement. Councilman <br />DeLaRosa indicated that it is an Edison easement and that possibly Mr. Zamora would have <br />more information. Mr. Gaitan indicated that the Councilman was out of order and that he <br />should wait until the project goes before the City Council and not try to persuade the <br />Commission. Councilman DeLaRosa indicated he was appearing as a concerned resident of <br />District 2 and on behalf of residents who had contacted him regarding their concerns. He <br />stated that he was not an advocate of the project or against it but was merely stating his <br />opinion of what District 2 needs to advance. <br />Councilman DeLaRosa asked the Commissioners to make it mandatory that the seven <br />properties behind Cameo be one-story homes, that they have block walls and that the <br />
