Mr. Derleth requested clarification that Councilman DeLaRosa was not <br />making determinations or judgements as to the project itself, that he was just making <br />recommendations for the Commission to consider. <br />John Reichel, 3 Upper Newport Plaza, Newport Beach, CA <br />Mr. Reichel stated that he had spoken with the school district and that they were not <br />concerned with the number of homes proposed. He discussed the size of the property to be <br />developed. He addressed concerns regarding lot size, traffic, noise and dust during <br />construction, and the setbacks of the proposed homes. He stated that he meets the side <br />setbacks requirement for the R-1 Zone. He indicated that 75% of the homes would have 40 <br />feet deep back yards, which is double the City standard for an R-1 lot. He stated that the <br />homes proposed behind Cameo Drive would have 60 feet separating them from the <br />residences on Cameo, due to the 40 foot back yard and 20 foot easement. He discussed <br />small lot developments throughout the City. He indicated that the Edison easement would be <br />secured on both ends. He disputed that the proposed project would lower surrounding <br />property values. He discussed the benefits to the City in regards to permit fees and taxes. <br />Commissioner Chavez expressed concern about the reduced lot size. Chairperson Oliva <br />questioned whether the school grounds located on the Church property were available for <br />children to play on. <br />Ken Starr, Pastor of First Assembly of God, 235 Coburn Street, Colton, CA <br />Mr. Starr indicated that the property is private property and that the school has been closed for <br />two years. Chairperson Oliva expressed concern with the lack of play areas for children in the <br />area. <br />Chairperson Oliva questioned whether back yard landscaping would be provided. Mr. Reichel <br />indicated that it would not. Chairperson Oliva requested that Mr. Reichel consider placing the <br />front yard tree to the side of the yard so as to allow more room in the front yard for children to <br />play. She stated that when a homeowner first purchases a home the landscaping of the back <br />yard is a considerable expense and that she would like the children to have a grassy area to <br />play on in the front yard. Chairperson Oliva questioned whether this project follows the State's <br />guidelines for low or moderate income housing. Mr. Reichel indicated that it is considered <br />moderate priced housing. Chairperson Oliva inquired as to whether the garage sizes were <br />smaller than the standard. Mr. Reichel indicated that it is not smaller and that there would not <br />be any difference in the amount of vehicle parking that is allowed in the R-1 Zone. <br />Chairperson Oliva questioned why some of the lots would have a 14 -foot front setback. Mr. <br />Reichel explained that it was due to the cul-de-sac design of the street and would only be at <br />the point where the cul-de-sac is at its widest. Chairperson Oliva inquired as to whether street <br />names had been picked out. Mr. Reichel indicated that he wished to name them after his son <br />and his son's half sister. <br />Mr. Lofy stated that the City sometimes waives the fees Mr. Reichel spoke of. Mr. Starr asked <br />the Commission to look at the facts before making a determination. He indicated that the <br />proposed project would help eliminate dust problems in the area. Councilman DeLaRosa <br />stated that he is not an advocate for the project, that he has full confidence in the Planning <br />
