July 20, 1999 <br />Daryl J. Parrish, Assistant City Manager <br />City of Colton <br />650 N. La Cadena Drive. <br />Colton, CA 92324 <br />Dear Mr. Parrish: <br />Omnitrans recently released a Request for Proposals to address various concerns related to <br />passenger amenities in our service area. We anticipate awarding this contract to a qualified <br />bidder at our August 4 board meeting. We are requesting the City of Colton's participation in <br />this prograin <br />Recognizing that the current prograin has several opportunities for improvement the Omnitrans <br />proposal focuses on a strong maintenance program as well as improved amenities. We are <br />striving for a program that reflects positively on the communities we serve, the residents and <br />business owners of those communities as well as Omnitrans and our customers. <br />Historically Colton has allowed Omnitrans to administer this contract. <br />The highlights of the RFP include the following points that are addressed in Sections 3 and 4 of <br />the RFP that was forwarded earlier to staff: <br />I . All current shelters in the participating cities will be replaced with newer, high quality <br />shelters constructed under current ADA guidelines. <br />2. All advertising benches will also be removed or replaced. <br />3. All shelters and benches installed will have a comprehensive maintenance schedule, <br />including trashcans at all installations. <br />4. The maintenance standard dictates the removal of all foreign matter in a 15' radius of the <br />anxinity. Colton may request approval of the shelter design and colors prior to installation. <br />6. Insurance and bonding clauses are in place to protect participating cities. <br />7. The selected contractor will be required to pull permits for all shelters and pay f elated fees. <br />S. Sign and advertisement restrictions are addressed in the RFP. This includes a prohibition of <br />alcohol or tobacco advertising along with other media that does not meet community <br />standards. Any additional advertising deemed objectionable by the city after installation <br />would be forwarded to Omnitrans and the contractor would remove it in less than 24 hours, <br />under the tenns of the RFP. <br />9. All shelters would be lit. Lighting will be addressed in he permit process. The contractor <br />will desire to pull power from the street light sources and pay a fee to the agency that <br />provides the lighting. <br />OMNITRANS - 1700 West Fifth Street - San Bernardino.
