The proposed change <br />zoning designation is being processed concurrently with this request and the proF <br />subdivision will not become effective unless the proposed zone change is <br />approved. <br />C. The Subject Site is physically suitable for the type and density <br />development proposed. The Subject Site contains approximately 11 acres, with 7 <br />acres devoted to single family residential development and 3.4 acres devoted to existir <br />church uses. The proposed density is 6.9 dwelling units per acre, or more than 1 <br />dwelling unit per acre less than the maximum permitted for the Subject Site. Moreover <br />the Subject Site is surrounded by compatible land uses, including single family <br />residential uses and an existing church. Although a tire recycling facility is located eas <br />of the Subject Site, it is adequately buffered from the proposed residential uses b) <br />Pennsylvania Avenue. Further, the tire recycling facility has been approved via the <br />conditional use permit process which required the tire facility's owners to provide an( <br />maintain adequate landscaping and screening from surrounding properties. Thus, the <br />Subject Site is physically suitable for the type and density proposed and the propose( <br />development will be compatible with surrounding uses. <br />D. The subdivision design and improvements proposed in the Tentative Trac <br />are not likely to cause substantial environmental damage nor substantially injure fish o <br />wildlife or their habitat. An Initial Study and Environmental Analysis was prepared fo <br />the proposed project. The Initial Study did not identify any significant envirc <br />effects that could not be mitigated. Moreover, the Subject Site is located in an <br />urbanized area surrounded by other developments. As a result, neither the l: <br />3 ' <br />
