Exrowhead
Management
Group
March 6, 2000
Daryl Parrish
Assistant City Manager
City of Colton
650 North La Cadena Drive
Colton, California 92324
Reference: Comprehensive Storm Drain Project 3-5
Subject: Contract Extension
Dear Daryl:
Hand Delivered
Arrowhead Management Group (AMG) is pleased to present this letter proposing an extension
of our current Project Management Contract with the City of Colton in order to continue
uninterrupted project services related to Comprehensive Storm Drain Project 3-5. We have
included our sub -consultants; United Strategies Inc. (environmental consultant) Engineering
Resources (design engineer) and Calwest (geotechnical consultant). The subconsultants are
billed to the City of Colton at direct cost.
Our original schedule of work was presented to the City of Colton in May 1999. The schedule
at that time reflected completion of the storm drain design and the formal negotiations with
U.S. Fish and Wildlife Services (USFWS) by March 1, 2000. We are currently extending the
schedule to reflect completion in mid- August 2000 for the following reasons.
Delays are primarily associated with slow response of USFWS to our submittals and the
scheduling of necessary meetings as part of the informal consultation period. Additionally,
USFWS has recently requested an extensive biological assessment, a growth inducement
analysis, and other environmental information which we did not anticipate in our original scope
of services. See the attached letter from United Strategies Inc. dated March 3, 2000 which
details the additional scope of work related to USFWS and applicable fees.
As a result of design modifications required by USFWS and other agencies in the segment of the
project south of Santa Ana Avenue, additional design work will be required of Engineering
Resources. The Project Team will also need engineering support from Engineering Resources
during the 135 day formal negotiation period with USFWS. Engineering Resources' additional
scope of work is outlined in an attached letter from Engineering Resources dated February 22,
2000.
ARROWHEAD MANAGEMENT GROUP • 190 North Arrowhead Avenue • Suite E • Rialto, California 92376 • Phone: (909) 873-9660 • Fax: (909) 873-9661
