Tom Dodson & <br />Associates (TDA) understands that the project consists of two primary components Califomia <br />Environmental Quality Act (CEQA) compliance for the proposed project, described below, aod a <br />possible Section ] 0 incidental take permit (ITP) for possible impact to the Delhi sands giant flower- <br />loving fly (DSF). Complicating factors for this proposal, include a project that may expand from the <br />proposed recreational facility to development of the whole project site, estimated to be about 60 <br />acres. In addition, negotiations with the U. S. Fish and Wildlife Service (FWS or Service) may allow <br />development ofthe recreational site without an ITP. The proposat which follows attempts to provide <br />consulting support options to address each of these CEQA and regulatory requirements. <br />Sco�e of Work� Incidental Take Permit <br />Task 1: Obtain and review all of the data pertinent to DSF on the whole project site. Determine the <br />merits of any need to obtain and ITP and independently assess the necessity to obtain such a permit. <br />Ms. Lisa Kegarice and Tom Dodson will conduct this assessment, but we wili use Mr. Ken Osborne, <br />a recognized DSF expert, to assist us with the assessment. A recommendation on how to proceed <br />will be submitted to the City and your office. The fee for this effort is $],500. <br />Task 2: Authorize TDA to contact ow�ners of DSF mitigation banks and discuss mitigation with the <br />City and your office. The goal wiil be to determine the availability of mitigation and potential costs. <br />This work will be done on a time and materials basis, not to exceed $1,000. <br />Task 3: Assuming it isjudged appropriate, TDA will prepare an Habitat Conservation Plan (HCP) <br />and a Biological Assessment to support the ITP. These are the key components of the ITP process. <br />About 40 hours are required for this effort, and a fee of $4,500 is the estimate for this task. <br />Task 4: Assist with processing the ITP and the imp(ementing agreement (separately prepared by <br />your office j with the Service. This is an inherently open-ended task that, based on past experience, <br />requires substantial ongoing attention and management. I suggest that a budget of $6,000 be <br />allocated and that all effort for this task be carried out on a time and materials basis. <br />
