The end product of this effort is a completed ITP with the applicant capable of proceeding with the <br />envisioned ground disturbance. However, the interactions with the FWS aze often complex and <br />unpredictable. Often times, the simplest project takes the most torturous path to resolution with the <br />Service. We know the Service's goals, their personnel and their process and TDA believes that it <br />can accomplish your objectives as well as most consultants. In the end, it requires staying power and <br />flexibility to obtain the necessary permit and we can provide this support for the proposed project. <br />Total estimated cost for this task, assuming all funds for Task 4 aze spent, is $13,000. <br />Scope of Work: CEOA Compliance <br />Task 1: Immediately upon authorization to proceed, TDA will review all of [he information <br />developed to date, focusing on the project construction, design and operation. TDA will prepare a <br />project descr:p:ior. ���ith sefficient detail that it can be used to identify all physical chan�es to the <br />environment that can result from implementing the proposed project. The initial project under <br />consideration is a Big League Dreams recreational project on a portion of the project site. An <br />accurate definition of the project is a critical step in the process of preparing a CEQA document <br />because it establishes the framework for forecasting the potential adverse environmental impacts that <br />can result from implementing the preferred project. The project description will identify all <br />proposed construction activities and operational effects from implementing the proposed project. <br />A draft of the project description will be provided to the City and your office for review and <br />comment and it will then be finalized by TDA. <br />I anticipate that a total of 20 hours will be required to complete the project description. The fee for <br />this effort is $2,400. The deliverable product from this task will be a completed project description <br />which will be used to prepaze the impact analysis in a combined Initial Study (IS) format. <br />Task 2: Working with the City and the design consultant, TDA will prepaze a fully substantiated <br />IS. Based on my review of the information provided to date, I recommend that several issues will <br />require technical studies: traffic is the most important; cultural resources; noise; and drainage, <br />including surface water quality. Regazding the need for a cultural resources evaluation, I have <br />arranged to have CRM TECH perform a records check for the project site as an initial threshold <br />evaluation. It is assumed that biological resource surveys have already been prepazed and these will <br />be used to prepaze the biological resources section of the Initial Study. 'I'he following are the <br />estimated fees for the technical studies <br />a. Traffic: Since this is a recreation facility, I do not anticipate that the primary traffic being <br />generated will not occur during the peak hour. So, I do not anticipate that a Traffic Impact <br />Analysis (TIA) will have to be prepared, but a traffic study will be needed to define the <br />impacts oo the local circulation system which provides limited access to the site at this time. <br />Estimated fee for this effort if $8,000. <br />b. Cultural Resources: The records check will be provided for a fee not to exceed $750. <br />2 <br />
