c. Noise: Recreational facilities have a potential to conflict with residential uses to the northeast <br />of the project site. Cost of a noise evaluation is estimated to be $5,500. <br />d. Drainage: The drainage study can be obtained for a fee of $4,000. <br />These studies must be completed prior to finalizing the IS. Once this document is completed, it will <br />be possible to determine whether a Negative Declaration is the appropriate environmental <br />determination, or whether an environmental impact report (EIR) is required. If an EIR is required, <br />TDA will terminate the work effort under this scope; prepare a Notice of Prepazation for the City; <br />and assist the City to distribute the NOP. This proposal does not address the work scope or fees for <br />preparing an EIR. If the Ciry decides to proceed with an EIR, it can use the NOP and IS as the scope <br />of work for such a document and obtain a cost estimate for preparing this document, either from us <br />or from another consultant. <br />Assuming [hat an EIR will not be required, TDA will finalize :he IS and submit it for review 5y the <br />City and your office prior to distribution. The fee for completing the IS, excluding the technical <br />studies, is $7,000. TDA will utilize the data from the project description and the technical studies <br />to finalize the IS that will describe all potential impacts from implementing the proposed project. <br />The impact forecast will be highly specific and mitigation measures will be identified, as appropriate, <br />for the environmental issues. A mitigation monitoring plan will be developed under this task and <br />it can be included in the IS and distributed for public review if City so desires. The completed draft <br />IS is the deliverable for this project. The City, of course, makes the final determination regazding <br />the content of the IS for publication and distribution for review and comment. <br />Task 3: TDA will meet with the City to collect all comments on the draft IS. These comments will <br />be responded to and Proposed Negative Declaration and substantiating IS for public distribution will <br />be compiled and printed for distribution. TDA will suppiy the Ciry with up to 35 bound copies of <br />the document for distribution and will arrange to have the requisite 15 copies delivered to the State <br />Clearinghouse and all parties on distribution. If more copies are required, they will be printed and <br />delivered to the City based on actual printing costs. TDA has allocated 20 hours to this task, <br />including clerical staff support. At the end of this task, the Proposed Negative Declazation will be <br />distributed for a 30-day public review and comment period. The fee for this task will be $3,500, <br />including estimated printing and mailing costs. Printing and mailing costs are estimated to be <br />$I,000, but will be invoiced at actual cost. <br />Task 4: Following completion of the 30-day review period (note that TDA will meet with the you <br />upon request to discuss any comment letter that anives before the end of the review period), TDA <br />will meet with the City to review proposed responses to all comments received on the document. <br />Once general agreement on the content of responses is obtained, they will be prepared and a draft <br />responses to comments document will be delivered to the City for final review and comment. We <br />anticipate allocating 20 hours of effort to this task, including one meeting with the City. The <br />responses to comments will be completed within two weeks of the close of the public comment <br />period, barring the need to develop original data. If major new issues aze raised that were previously <br />not addressed in the IS and that the City concludes must be addressed in the Negative Declazation <br />E_' <br />
