The findings of fact will indicate that the SBPEA did not submit their appeal in a timely manner. <br />The appeal stems from a May 16 letter issued by the Municipal Employee Relations Officer <br />indicating which positions would be eligible to participate in the election. The SBPEA never <br />responded to this letter. As such the election was held and is considered valid. <br />FINANCIAL IMPACT: <br />The potential savings to the City of Colton is estimated to be up to $34,000 for the 2003-04 FY. <br />Employees in the IBEW unit do not realize some of the provisions that are afforded to the SBPEA <br />unit.
