These funds would be initially used to construct the project. Upon project completion, the Regional Water Quality Control Board would reimburse the City for the project up to $750,000. An additional grant in the amount of $75,000 will be forthcoming to fund the CEQA and engineering requirements of the project. The entire project is expected to cost $825,000 including the necessary improvements to the well pumping systems and engineering. ENVIRONMENTAL IMPACT The initial study is complete and mitigated negative declaration CEQA document are currently in progress for the project. Construction of the project would be subject to the mitigations outlined in the final document. RECOMMENDATION Staff recommends that the City Council adopt the attached Resolution declaring an emergency condition exists within the city that requires immediate action to ensure the reliable delivery of a pure, wholesome and potable water supply; and, authorize the City Manager, pursuant to Section 22050 of the Public Contract Code, to negotiate and execute contracts with U.S. Filter Company and other vendors as necessary for emergency repairs and services to complete a design-build wellhead treatment system for Well Nos. 15, 17, and 24 in an amount not-to-exceed $825,000.
