take place in furtherance of the Redevelopment Plan and assesses all of the potentially significant <br />em ironmentat effects or impacts that may result from such activities. The governing body of the <br />Agency also finds and determines that the Final FIR reflects the Agency* s independent judgment <br />and analysis of the potentially significant environmental effects or impacts that may result from <br />the adoption of the Redevelopment Plan. On the basis of its findings set forth in this Section 2 of <br />this Resolution, the governing body of the Agency certifies the Final EIR. <br />Section 3. On March 3, 2003, the Agency provided notice of its preparation of and <br />the draft FIR to each taxing entity affected by the proposed Redevelopment Plan, in accordance <br />with Health and Safety Code Section 13333.3, and to all responsible agencies and appropriate <br />federal and trustee agencies, in accordance with Public Resources Code Section 21080.4 and <br />Title 14 California Code of Regulations Section 15082. The Agency, further, published notice of <br />the joint public hearing in a newspaper of general circulation in the County of San Bernardino, <br />California, not less than once a week for four successive weeks. commencing on May 30, 2003, <br />requesting public comments regarding the draft FIR. The Agency also mailed notice of the joint <br />public hearing to the owners of record of the parcels of land that are within the geographic area <br />affected by the Redevelopment Plan. <br />Section 4. In response to a comment received from the County of San Bernardino, an <br />additional traffic intersection was identified that may be impacted by the adoption of the <br />Redevelopment Plan. Mitigation measures are included in the Final FIR that mitigate the <br />potential impact on this intersection to a less than significant level. Also. traffic and circulation <br />impacts from adoption of the Redevelopment Plan were previously identified in the draft EIR <br />circulated for public review as significant and similar, previously proposed mitigation measures <br />are also being adopted by the Agency in this Resolution. Therefore, the identification of the <br />additional intersection is determined by the Agency not to be significant. The Agency finds and <br />determines that the Final FIR does not contain any significant new information regarding <br />environmental impacts nor any fundamental reorganization and that no recirculation of the Final <br />EIR for an additional public review period was required. <br />4916-6214-9632 1 <br />
