impacts that could be associated with construction of public or private projects in furtherance of the Redevelopment Plan to a less than significant level. Section 12. No Project Alternative. As set forth on pages 101 and 102 of the Final FIR, not adopting the Redevelopment Plan provides no distinct advantage or substantial reduction in environmental impacts in comparison to the adoption of the Redevelopment Plan. The Agency finds and determines that the "no project" alternative is infeasible and less desirable than adopting the Redevelopment Plan because there is no environmental benefit of the "no project" alternative and the "no project" alternative would forgo the opportunity to eliminate blighting conditions within the geographic areas affected by the Redevelopment Plan. Section 13. Reduced Proiect Alternative. The Final FIR analyzes a reduced project alternative, as set forth on pages 102 and 103 of the draft FIR and as revised in Section ' ).2 of the Final FIR. The Final FIR concludes that Exclusion of Subarea D from the geographic area affected by the Redevelopment Plan would prevent the Agency from eliminating blight in this geographic area, resulting in the continuance of the adverse environmental effects of the existing blighting conditions in this area. Also, exclusion of Subarea D from the Redevelopment Plan would reduce potentially available tax increment for the Agency to use in eliminating existing blighting conditions throughout all of the geographic areas affected by the Redevelopment Plan. For these reasons, the reduced project alternative does not meet the objectives of the Redevelopment Plan. Additionally, the exclusion of the relatively small land area of Subarea D from the Redevelopment Plan does not result in any substantial reduction in environmental impacts. Therefore, Agency finds and determines that the reduced project alternative does not satisfy the objectives of the Redevelopment Plan and provides no significant environmental benefit. Section 14. Alternate Sites Alternative. The Final FIR analyzed an alternate sites alternative. as set forth on page 103 of the Final EIR. The Agency finds and determines that the alternate sites alternative is not feasible due to the requirements of the Community Redevelopment Law for inclusion of lands within the Redevelopment Plan. 48 16-6214-9632 1
