impacts that could be associated with construction of public or private projects in furtherance of <br />the Redevelopment Plan to a less than significant level. <br />Section 12. No Project Alternative. As set forth on pages 101 and 102 of the Final <br />FIR, not adopting the Redevelopment Plan provides no distinct advantage or substantial <br />reduction in environmental impacts in comparison to the adoption of the Redevelopment Plan. <br />The Agency finds and determines that the "no project" alternative is infeasible and less desirable <br />than adopting the Redevelopment Plan because there is no environmental benefit of the "no <br />project" alternative and the "no project" alternative would forgo the opportunity to eliminate <br />blighting conditions within the geographic areas affected by the Redevelopment Plan. <br />Section 13. Reduced Proiect Alternative. The Final FIR analyzes a reduced project <br />alternative, as set forth on pages 102 and 103 of the draft FIR and as revised in Section ' ).2 of the <br />Final FIR. The Final FIR concludes that Exclusion of Subarea D from the geographic area <br />affected by the Redevelopment Plan would prevent the Agency from eliminating blight in this <br />geographic area, resulting in the continuance of the adverse environmental effects of the existing <br />blighting conditions in this area. Also, exclusion of Subarea D from the Redevelopment Plan <br />would reduce potentially available tax increment for the Agency to use in eliminating existing <br />blighting conditions throughout all of the geographic areas affected by the Redevelopment Plan. <br />For these reasons, the reduced project alternative does not meet the objectives of the <br />Redevelopment Plan. Additionally, the exclusion of the relatively small land area of Subarea D <br />from the Redevelopment Plan does not result in any substantial reduction in environmental <br />impacts. Therefore, Agency finds and determines that the reduced project alternative does not <br />satisfy the objectives of the Redevelopment Plan and provides no significant environmental <br />benefit. <br />Section 14. Alternate Sites Alternative. The Final FIR analyzed an alternate sites <br />alternative. as set forth on page 103 of the Final EIR. The Agency finds and determines that the <br />alternate sites alternative is not feasible due to the requirements of the Community <br />Redevelopment Law for inclusion of lands within the Redevelopment Plan. <br />48 16-6214-9632 1 <br />
