WHEREAS, the Agency and the City have each independently found and determined <br />that, for the potentially significant effects identified by the Program EIR for the Redevelopment <br />Plan, can be mitigated to a level which is less than significant upon the implementation of the <br />specific mitigation measures set forth in the Program EIR and each has approved a mitigation <br />monitoring program for the Redevelopment Plan which will ensure that appropriate mitigation <br />measures as identified in the Program FIR are implemented; and <br />WHEREAS, concurrently with the introduction of this Ordinance, the Agency conducted <br />a joint public hearing with the City Council to consider the certificate of the Final Program FIR <br />and the Agency adopted its resolution certifying considered as the lead agency under CEQA the <br />Program EIR for the Redevelopment Plan after considering all factors relating to the <br />Redevelopment Plan and its environmental impacts as considered in the Program EIR; and <br />WHEREAS, concurrently with the introduction of this Ordinance following the <br />conclusion of the joint public hearing on the adoption of the Redevelopment Plan, and the <br />certification of the Final Program FIR, the City Council adopted its resolution certifying the <br />Program FIR for the Redevelopment Plan; and <br />WHEREAS, the City Council and the Agency have conducted a joint public hearing (the <br />"Joint Hearing") as to consider the adoption of the Redevelopment Plan and the certification of <br />the Final Program EIR; and <br />WHEREAS, notice of the Joint Public Hearing was duly and regularly published in a <br />newspaper of general circulation in the City, once a week for four successive weeks prior to the <br />date of such joint public hearing, and a copy of such published notices and affidavits of <br />publication are on file with the City Clerk and the Agency; and <br />WHEREAS, copies of the notice of Joint Public Hearing were also mailed by United <br />States First Class Mail to the last known address of each assessee as shown on the last equalized <br />assessment roll of the County of San Bernardino for each parcel of land in the Project Area, and <br />4811-9251-8656.1 4 <br />
