ANALYSIS/DISCUSSION: <br />The City of Colton hired the design services of Minagar and Associates, Inc. to prepare the plans <br />and specifications for the traffic signal at Mt. Vernon Avenue and Colton Avenue intersection. The <br />plans and specifications have been completed and are ready for the construction process. <br />The proposed modification of existing traffic signals at this intersection is necessary to increase the <br />safety of Washington Alternative High School students, pedestrian and motorist. In addition this <br />modification will avoid damage to the signal pole by turning vehicles. <br />CONFLICT OF INTEREST: <br />Siena Pacific Electrical Company <br />President or equal: Barry Loop <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under Section 15301 of the California <br />Environmental Quality Act (CEQA). <br />FINANCIAL/FISCAL IMPACT: <br />The Mt. Vernon Avenue and Colton Avenue Traffic Signal Modification Project needs to be <br />budgeted. The total anticipated construction costs for the project are $31,450, plus a ten percent <br />contingency, a total of $34,595 will be budgeted in account number 450-0542-6900-3890 from <br />unexpended traffic impact fees collected in fiscal year 2004/2005. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council approve: <br />1) Award of construction contract for Signal Modification at Mt.
